Elizabeth was born January 29, 1947 in North Robinson, OH to the late Albert M. and Iona Marie (McLaughlin) Fultz. She was married October 10, 1970 to Roger Rupe Sr. who preceded her in death on March 17, 2019. In addition to her parents and husband, she was preceded in death by grandson Brian Fisher; sisters, Anna Clark and Bessie Perry; and brothers Richard Fultz, Albert Junior Fultz, and Joseph Fultz.

She is also survived by grandchildren Seayra Burkhart, Calista, Camden, Colette, Braedon, and Bricen; brother Jack (Jackie) Metzger of Huron; nephews Josh, Jeff (Kelly), and Jacob (Merideth) Buckley and niece Jessica Metzger, as well as several great nieces, nephews, and cousins.
